For the 2003 Taipei Arts Award (formerly known as Taipei Annual Arts Competition or Taipei Art Prize), three Award winners and 17 Honorable Mentions were selected from a total of 248 entries. In the preliminary selection, 20 works were selected by nine members of the jury. At the second round of selection, three winners were selected: Wu Chitsung's optical kinetic installation Wire, Liao Yuan's painting Self-Portrait, Lai Chiuchen's painting A Part of Toys.
The jury members for the second screening are: Lee Shichi (artist), Tsong Pu (artist), Quo Yingsheng (photographer), Hung Kenshen (artist), Chang Fang-wei (curator of the Taipei Fine Arts Museum), Chen Chiehjen (artist), Chiachi Jason Wang (curator), Wang Junjieh (artist) and Yao Juichung (artist).
The Jury's Observation is co-written by Chiachi Jason Wang and Yao Juichung. Brief biographies are provided for the winners only.
