In this article cultural critic Mathias Woo criticises the local cultural bureaucrats who he claims are lacking of vision and professional knowledge and thus they constantly reducing the issue to allocation of resources and funding. Also, he laments that art and culture are regarded as leisure and entertainment, this cultural outlook jeopardises the cultural development in Hong Kong.
