Cultural commentator Leung Man-to has criticized Hong Kong government's piecemeal approach to developing the arts.  The West Kowloon Cultural Project highlights the lack of a cultural policy to support the creative industries in Hong Kong.  While a Film Development Committee has been appointed by Donald Tsang Yam-kuen, the film industry still has its problems, and the West Kowloon project remains a problem.
