The article looks at cultural heritage preservation and the policies regarding it in Hong Kong by citing the example of Tsang Tsouchoi, the King of Kowloon. His calligraphy, scrawled on public property all over the city, was removed repeatedly by the government before it gained recognition within art circles in recent years.
