The author sees the three coastal harbourside sites, West Kowloon, Tamar and Kai Tak as important to Hong Kong's development. While much had been deliberated on the West Kowloon, Tamar site's planned government complex raised no less outcries for its failure to provide enough public spaces. The author also suggests the possibility of moving the government offices to Kai Tak area.
