This booklet contains a project proposal by Japanese architect Kawamata Tadashi for Tokyo In Progress, an art and cultural project organised by Tokyo Cultural Creation Project Office of the Tokyo Metropolitan Government.

Kawamata's proposal for the 2011 project draws on his response to the tragedy of the East Japan Earthquake, which struck in March 2011. Kawamata proposes to construct installations of two dome-shaped structures from the earthquake rubble, one in Tokyo and the other in Paris.

The booklet includes the artist's statement and an dialogue between Kawamata and Yamamoto Riken, an architect.
