Richard Pontzious, founder and artistic director of the Asia Youth Orchestra, argues that Hong Kong needs an arts tsar to ensure that someone in the government actually understand the needs of the arts—though Hong Kong’s government is eager to build cultural centres, it needs to regard the needs of those who actually participate in the arts. He uses the government's lack of support for the Asia Youth Orchestra as an example.
