HAKAM, the National Human Rights Society, is a non-governmental organization established to promote and protect human rights in Malaysia. Recognizing the importance of this right to practitioners of the arts, HAKAM held a seminar on 14 December 2002 to discuss the arts community's struggle against censorship in Malaysia, where artists must work against a backdrop of licenses, permits, bans and restrictive laws. This book was published following the seminar and in light of subsequent incidents in which authorities continued to suppress creative expression, in the hope of stimulating further discussion on what constitutes a free and open democratic society.
