Liverpool is considered to be one of the poorest cities in the European Union. For this edition of the biennial, the curatorial team wished to feature works that might be inflected by local or regional concerns. As a result, each artist was invited to visit the city before committing him or herself to exhibit. According to Lewis Biggs, Chief Executive of the Liverpool Biennial, 'The complexity of themes we wished to engage with are those that grow out of the city's culture of struggle for basic material necessities as much as for recognition on a personal or political level and of humour and celebration in the face of difficulties.'

Includes preface by Declan McGonagle and biographical notes of the participating artists. Images of works are accompanied by individual texts.
