This book records the Category 1 Urban Renewal Project at the Former Tachikawa base Site, completed in October 1994, which focuses on its art project. 92 artists from 26 countries participated in this project organised by the Housing and Urban Development Corporation (Tokyo Branch). The aim of the project is to search for ways that art ought to be in this contemporary world, and that art is easily accessible in the town of their every day lives.

Sam Hunter discusses the idea of giving the townscape personality and familiarity with Art Placement plan, its concern and consequences. Peter V. Huggler claims that the FARET Tachikawa project is a creation that will make Tachikawa one of the great sights of modern Japan and a by-word for culture as well as reflecting its special position. Last but not least, Apinan Poshyananda recalls the most controversial issues regarding art in public places.
