Established in October 2012, Hong Kong Culture Monitor is a non-profit policy monitoring and advocacy group based in Hong Kong. Many of its members are founders or active players in other advocacy groups such as Factory Artists Concern Group and Cultural Sector Joint Conference 2.0, as well as practicing artists, academics, art administrators, and researchers. According to their website, the organisation's aim is 'to actively observe and respond to legislation and government policies related to arts practice, and to the larger cultural development of Hong Kong,' and encourages 'constructive conversation, counter-proposals backed by community consensus, and establishing sensible principles before launching policies.'
