"Sungdu-an 3: Making the Local" is a national traveling exhibition funded by the National Commission for Culture and the Arts (NCCA). It is the flagship project of the NCCA Committee on Visual Arts, featuring contemporary works by visual artists from Mindanao, Visayas, Luzon, and National Capital Region (NCR). It seeks to sustain the energy of inventiveness and openness in Philippine contemporary art in a project that attends to the many ways of bringing art and artists together within a multi-level model of exhibition in which the local and its multiple contexts interact in collective critique and change.

The present publication is the catalogue of the Visayas exhibition. Atubangay is the operative word adopted for the show because it brings together disparate forces at play in the current practice of Visayan art. Taken form the root word atubang (to face), atubangay is a Visayan term which means "to face up to" or "to confront". Included in the catalogue are artist biographies and a directory of Visayas artists, art groups and art organisations.
