This edition of the Biennial was an attempt to establish a Brazilian cultural identity. Joao Candido Galvao, curator of the 21st Sao Paulo Biennial wrote, 'Instead of positioning itself as a receiver of the selections organized by foreigners, who might have only partial scopes of Brazil's reality, the Biennial has called upon herself the responsibility of deciding what, in the world's artistic production, meets our concerns.' Another characteristic of the 21st Biennial was its development into a Festival. As an attempt to level all the artistic manifestaions, the Biennial has expanded its scope to include the genre of performing arts.
