Based on personal experiences of serving the government and extensive primary materials, the author provides a detailed study of Hong Kong's cultural policies. According to Chan, the colonial government, understanding perfectly that the colonial rule would not be perpetual, sought not to establish a set of cultural policies for posterity. This phenomenon was echoed in other aspects of policy making. The lack of cultural policies with sound theoretical basis, and the insufficient understanding and study of Hong Kong's cultural history, were some of the main reasons of the SAR government's failure in this respects as seen after the handover.
